Anthony Bompadre
Anthony Bompadre is a 25-year veteran of the fire service, currently serving as a Deputy Chief assigned to Operations in the Philadelphia, PA Fire Department. His previous experience is with the Upper Darby Township Fire Department in Delaware County, PA, a combination fire department. In Philadelphia, Anthony has been assigned to some of the busiest companies and battalions in the city, including Firefighter at Engine 57 in West Philadelphia, Captain of Engine 25 in Kensington, and Battalion Chief at Battalion 11 in West Philadelphia.
On top of his extensive operational experience, he has also been assigned as a Lieutenant and Battalion Chief at the Philadelphia Fire Academy and as the Deputy Chief of Logistics. He has extensive experience in course development and delivery, department documentation (regulations and SOPs), project management, apparatus specifications, firehouse design, equipment research, development, and procurement, grant management, contract writing and review, and budget management. He is also published in many fire service trade magazines.
Anthony Holds dual master's degrees in Public Safety from St. Joseph's University and Fire Service Executive Leadership from Columbia Southern University.

Devon Richio
Devon Richio is an accomplished Executive Fire Officer and Battalion Chief with the Philadelphia Fire Department, bringing over 20 years of distinguished service in fire and emergency management. Currently serving as the Director of the Hazardous Materials Administrative & Homeland Security Unit, he oversees critical emergency operations and specialized response teams across Philadelphia.
A combat veteran of the U.S. Marine Corps, Richio served in Helmand Province, Afghanistan, where he managed over $1.5 million in humanitarian aid projects and earned the Combat Action Ribbon. This military experience enhanced his expertise in high-pressure decision-making and strategic leadership.
Throughout his career with the Philadelphia Fire Department, Richio has successfully managed numerous public safety projects, including a $3.9 million technology initiative, and developed incident management plans for over 350 major events.
Devon holds a Master of Professional Studies in Emergency & Disaster Management from Georgetown University and is a graduate of the National Fire Academy's Executive Fire Officer program.

Drew Pluguez
Drew has 18 years experience with the Philadelphia Fire Department; currently holding the rank of Deputy Chief, assigned to Technical Services. Throughout his career in the fire service he has been assigned to companies in West Philadelphia, North Philadelphia, Germantown, and the Center City hi-rise district.
Drew has held significant roles in special projects and Assistance to Firefighter Grants (AFG) since 2018. These roles include project management, training development and implementation, budgetary oversight, as well as adaptive planning and organizational change management responsibilities.
Drew's extensive operational experience combined with his high level project management and implementation roles make him a great resource for any emergency service need.
